Polygraph Statement:

Chris Lobanov-Rostovsky and Kristy Alles-Serrant reported that the Polygraph statement was approved by the SOMB on January 19, 2007.  The committee discussed how it would be disseminated to interested parties.  Kristy will be working with Donda to put the statement on the DCJ website and will also send out an electronic copy to Bob Coulson, Mary Baydarian, Chris Rowe and Steven Ramirez.  These individuals will then help disseminate the statement.  Kristy will also email to all approved providers.  The committee was pleased that this had been approved by the SOMB and felt that it was a very motivating accomplishment.

Update/Future Agenda Items:

Mary Baydarian updated the committee on Senate Bill 07-17, which adds three members to the Sex Offender Management Board.  The bill specifies that the members shall consist of one county director of social services and two county commissioners, one representing an urban county and one representing a rural county.  Mary believes this is an important step in the collaborative process and is pleased that cooperation has started to occur.  Mary also reported that CCI still would like a Juvenile Board but it is unknown at this time how this will be proposed.

Chris Lobanov-Rostovsky updated the committee on DCJ’s plan to propose a Juvenile Advisory Board.  Chris will present the proposal, along with the proposed by-laws to the new Executive Director, Pete Weir.  DCJ believes that by having a Juvenile Advisory Board, the areas of representation and expertise that were focus points in the Intergovernmental Meetings, would be met. 

MDT:

An open discussion occurred in regards to the MDT and where the committee wanted to focus their efforts.  Pat Sweeney indicated that he felt that the committee needed to re-focus efforts on collaboration and identifying the key issues in the child welfare system that are barriers to full implementation of the Standards.  Mary Baydarian noted that it is important for the County SOMB Committee to address the system issues that affect all parties involved in implementation.  Once these areas are identified, the committee can concentrate their efforts on strategic planning.  Specific areas of concern that were noted were funding issues, continuum of care issues, evidence-based issues and best practice vs. federal compliance.  It was suggested that individuals from different areas be contacted and invited to attend committee meetings to gain knowledge about what the specific issues are.  Areas that were identified were: Child Welfare Advisory Group (CWAG), GAL’s, Public Defenders, Victim Representatives, Law Enforcement, CASA’s, State Judicial, Schools, and Treatment Providers.  The committee felt this was appropriate and would be beneficial to the committee.  Committee members will contact individuals/agencies as outlined:

Other Updates:

Mary Baydarian indicated that CSSDA/CCI would like the Intergovernmental Meetings to resume to address key issues involving all stakeholders.

Chris Lobanov-Rostovsky and Kristy Alles-Serrant provided an update on the Variances.  Three variances were originally submitted but one did not meet the criteria for needing a variance.  The other two variances were presented to the SOMB on January 19, 2007.  One variance will need follow-up while the other was deemed not necessary.

Bob Coulson suggested that the SOMB should update the provider database to include what insurance is accepted.  He indicated that this would be helpful to people and would eliminate individuals from having to call numerous providers to find someone that would take a specific insurance.  It was noted by various members that Medicaid and most private insurance companies do not cover court ordered or offense specific therapy.  Kristy indicated that this could be presented to the Application Review Committee (ARC) but pointed out that the information contained on the database is self-report.  Therefore, if providers don’t report specific information, it is not always accurate.  Bob also felt that an exit survey or interview should be conducted on providers that choose not to reapply so that outcomes and critical information could be obtained.  Kristy indicated that this item would also be presented to the ARC for consideration.

Mary Baydarian asked if there were specific numbers about how many Residential providers are in compliance with the Standards.  She indicated that questions have arisen about liability issues.  The SOMB currently does not have purview over facilities/programs.  Chris Lobanov-Rostovsky indicated that historically this has been discussed and will need to be reviewed again to see if the SOMB has a mechanism in which to do this.

The next meeting is scheduled for March 5, 2007 from 9am-12p located at 710 Kipling 3rd Floor Conference Room.
